We've seen deputy gang members, with tattoos, reach the second-in-command of the department... And Lee Baca was affiliated with several deputy gangs members, and he was the sheriff for over 10 years before he was indicted... That hasn't been any kind of deterrent to these deputy gang members, because many of the members are still in the department today, and they get promoted, and they receive bonuses, and they get the choice assignments that are craved by all in the department.
